Dr. Milner completed his MD at the University of Alabama School of Medicine in 2000 and his residency/fellowship in Anatomic Pathology/Clinical Pathology/Microbiology at the Brigham and Women’s Hospital in 2005. Dr. Milner began working in Africa in 1997 as a medical student and has built an international reputation as an expert in cerebral malaria. In parallel with this, he has been heavily involved in pathology capacity building in many countries and, most notably, led the team that built an anatomic pathology laboratory in Rwanda and Haiti for advance cancer diagnostics. Before joining ASCP in 2016, Dr. Milner spent 11 years at Harvard where he taught pathology, microbiology, and infectious disease; was the primary lead for infectious disease consultations in AP/CP; and was the recipient of numerous research grants in the areas of malaria and HIV. Dr. Milner is the author of over 100 publications and has presented national and internationally on his work in more than 20 countries. At ASCP, Dr. Milner is responsible for medical oversight of activities. He provides vision, direction, and execution of ASCP’s Center for Global Health programs including PEPFAR laboratory strengthening programs and global oncology outreach through the Partners for Cancer Diagnosis and Treatment Initiative. Dr. Milner and the CGH manage over 80 active collaborations with governments, NGOs, industry, academic centers, and international organizations with activity in more than 20 countries. Dr. Milner’s leadership roles/experience with global efforts is extensive.

In the 2020 Washington State legislative session, WSSP focused on addressing policy regarding benefit managers. Working with the Washington State Medical Association (WSMA), WSSP addressed policy around benefit managers, who dictate or limit health care provider decisions regarding the use of medical services (e.g. preauthorization and medical necessity). WSSP will also continue to monitor the rules making and implementation process for the Balance Billing Law (HB 1065) and the business and occupation (B&O) tax increase on health care, both which go into effect in 2020.
